Repeals and reenacts section 301.221, RSMo, relating to salvage dealer licensing requirements.

Requires salvage dealer applicants to obtain certification from a Missouri State Highway Patrol member or authorized employee in their troop area, or from a metropolitan police officer in first-class counties.

Mandates that salvage dealers maintain a permanent enclosed building or structure that is owned or leased and actually occupied for business purposes.

Allows the public to contact the salvage dealer's place of business in person or by telephone, including wireless telephone service, at any reasonable time.

Requires initial applications to include a photograph (not exceeding 8x10 inches) of the building and business premises, with subsequent renewals only needing new photos if substantial changes have been made.
