Repeals existing sections 143.1009 and 301.3084 relating to breast cancer awareness funding and enacts new versions of these sections.

Changes the breast cancer awareness license plate program so that the $25 annual contribution goes directly to the Missouri public health services fund instead of to the Friends of the Missouri Women's Council.

Requires the Department of Health and Senior Services to use collected fees to support breast cancer awareness activities, including screening, treatment, staging, and follow-up services.

Simplifies the license plate application process by allowing contributions to be made directly to either the state treasurer or director of revenue, rather than through an intermediary organization.

Maintains the $15 additional fee for license plate issuance and keeps the pink ribbon breast cancer awareness symbol design on the plates.
