State Highway Patrol must waive all state-level background check fees for veterans applying for concealed carry endorsements under new section 43.539.

Sheriff must indicate veteran status on criminal background check requests so the Highway Patrol can apply the fee waiver for state fees incurred.

Veterans applying for concealed carry endorsement certificates are exempted from paying any portion of the certificate fee apportioned for state background checks or other state fees (sections 571.101, subsections 4, 10, and 11).

Concealed carry endorsements remain valid for three years from issuance or renewal and are recognized statewide; applicants must still meet all other eligibility requirements including firearms safety training and background checks.
