Repeals and replaces section 49.272, RSMo, regarding civil fines for violations of county ordinances.

Authorizes specified first-class counties to impose civil fines up to $1,000 for each violation of county rules, regulations, or ordinances that are otherwise punishable as misdemeanors.

Lists six categories of first-class counties eligible to impose civil fines, including counties with specific population ranges (e.g., 135,400-135,500 inhabitants; 82,000-82,100 inhabitants; 198,000-199,200 inhabitants; 240,300-240,400 inhabitants) and one county with 83,000-92,000 inhabitants that has a home rule city county seat with 76,000-91,000 inhabitants.

Requires eligible counties to have an appointed county counselor to impose civil fines under county ordinances.

Directs all fines collected to the county general fund to pay for enforcement costs of the rules, regulations, or ordinances.
