Adds prescribed medically necessary hearing aids as a covered benefit under MO HealthNet, subject to appropriations and annual budgeting.

Requires an electronic web-based prior authorization system using best medical evidence and national care standards to verify medical need for hearing aids.

Hearing aid coverage is added as subdivision (23) to the list of services available to eligible needy persons under section 208.152.

Also requires MO HealthNet division to annually report provider reimbursement rates compared to Medicare rates and submit a four-year plan to achieve rate parity with Medicare.
