Adds comprehensive day rehabilitation services to MO HealthNet coverage, effective immediately, subject to appropriations for individuals with disabling impairments beginning early post-trauma

Requires rehabilitation services to be based on individualized, goal-oriented, comprehensive, and coordinated treatment plans developed through interdisciplinary assessment to restore optimal physical, cognitive, and behavioral function

Services must be provided in community-based facilities and authorized on tier levels based on patient needs and service frequency, guided by qualified rehabilitation professionals associated with a health care home

Delegates to MO HealthNet division authority to establish by administrative rule the definition, criteria for facility designation, benefit limitations, and payment mechanisms, with guidance from brain injury rehabilitation providers and the Missouri head injury advisory council

Makes identical comprehensive day rehabilitation service coverage available to eligible children, pregnant women, and blind persons under separate benefit provisions in the statute
