Requires lienholders to release liens or encumbrances on motor vehicle certificates within 5 business days after full payment and mail or deliver documentation to the owner, with the release notarized.

Prohibits charging any fee for lien release, but allows lienholders to charge up to $25 for duplicate releases and up to $25 plus overnight carrier costs for expedited releases, with refund required if expedited release is not sent within one business day as promised.

Requires lienholders to notify the director of revenue within 5 business days when an electronic certificate of ownership is held and a lien is released.

Establishes liquidated damages for non-compliance: $500 if not released within 5 business days, $1,000 if within 10 days, $2,000 if within 15 days, and $2,500 if within 20 days after satisfaction.

Makes it a class C felony to knowingly and intentionally send a separate lien release document without authorization from the lienholder.
