Missouri ratifies the Interstate Compact on the Agreement Among the States to Elect the President by National Popular Vote Act, which allows member states to award their electoral votes to the national popular vote winner rather than state popular vote winner.

The compact takes effect only when states cumulatively possessing a majority of electoral votes (270 or more) have enacted the agreement in substantially the same form.

Each member state must conduct a statewide popular election for President and Vice President, with chief election officials calculating a "national popular vote total" across all member states to determine the "national popular vote winner."

Presidential electors in member states shall be appointed in association with the presidential slate that wins the national popular vote, except in case of a tie when the slate winning the most votes within that state is used.

Any member state may withdraw from the compact, except that a withdrawal occurring six months or less before the end of a President's term shall not take effect until after the next President or Vice President is qualified to serve.
