Allows proprietary schools operating continuously for at least five years to apply for two-year certifications instead of annual certifications.

Increases the base annual certification fee from $.001 to $.0013 per dollar of net tuition and fees, with maximum fee raised from $2,500 to $5,000 and minimum from $250 to $500.

Permits the coordinating board to increase fees every five years by no more than the Consumer Price Index (CPI-U) and establishes a dedicated "Proprietary School Certification Fund" for program costs.

Requires the department to review new program proposals within 90 days and revised programs within 60 days; schools may operate programs if department misses deadline until substantive issues are identified.

Increases the security bond cap from $25,000 to $100,000 and requires the Proprietary School Advisory Committee to include at least three degree-granting school representatives, with at least one from a baccalaureate or higher-level institution.
