Establishes the "Missouri Jobs for Education Program" to provide tuition credits at public institutions of higher education to business owners and companies that create new jobs in Missouri.

Businesses receive one tuition credit per qualifying job created, with jobs required to pay county average wages, be maintained for at least one year, and provide full-time employment of at least 2,000 hours annually.

Tuition credits can be used by employees, business owner relatives, or gifted to any person chosen by the business owner, expiring if unused within 10 years.

Department of Economic Development administers the program, withholds state employee taxes from participating employers and deposits them into a dedicated "Missouri Jobs for Education Fund" to support the program.

Program automatically sunsets four years after implementation unless reauthorized by the legislature, with reauthorized programs sunsetting twelve years after reauthorization.
