HB 1747 Summary

• Repeals and replaces sections 571.020, 571.101, and 571.111 relating to weapons possession, concealed carry endorsements, and firearms safety training requirements.

• Modifies penalties for weapons violations: possessing explosive weapons, gas guns, switchblade knives, or certain federal-regulated firearms are class C felonies; possessing knuckles is a class A misdemeanor.

• Increases concealed carry endorsement fees from $100 to $165 for initial applications and from $50 to $32 for renewals, and extends nondriver's license validity from 3 years to 6 years.

• Adds a new firearms safety training option allowing applicants to submit certificates from before August 27, 2011 that met requirements in effect on the date of issuance.

• Clarifies that sheriff inquiries into concealed carry applicant suitability shall be "only necessary to determine the accuracy of statements" rather than discretionary inquiries.
