Authorizes the commission to promulgate rules and regulations under sections 260.350 to 260.434 to ensure Missouri compliance with the federal Resource Conservation and Recovery Act.

Prohibits state standards and guidelines from being stricter than federal requirements or enforced before federally required timelines; blocks commission rulemaking on provisions where federal law is silent.

Grants the commission authority to issue exceptions and variances from established rules when compliance would cause economic hardship, is physically impossible, is more environmentally detrimental than the variance, or is impractical under existing conditions.

Requires the department to identify and eliminate regulations in title 10, code of state regulations, division 25 that are stricter than federal standards by July 31, 2013; any such stricter rules become null and void on July 31, 2014.

Prohibits the department from selectively excluding regulations from authorization application packages submitted to the U.S. Environmental Protection Agency without commission authorization; makes all rules subject to chapter 536 rulemaking procedures.
