HB 1754 Summary

• Eliminates all court commissioner positions effective January 1, 2015, replacing them with associate circuit judge or circuit judge positions based on salary equivalency.

• Reallocates counties between judicial circuits: moves Benton and Laclede counties between circuits 26 and 30; moves Carter and Wayne counties in circuits 36 and 37; removes Wayne from circuit 42.

• Increases circuit judges in the thirty-first judicial circuit (Greene County) from five to six judges, and the nineteenth judicial circuit (Cole County) from three to four judges.

• Abolishes drug court commissioner positions in multiple judicial circuits (Scott, Dunklin, St. Francois, and Crawford counties) and replaces them with associate circuit judge positions.

• Reallocates three circuit judge positions from the twenty-second judicial circuit (St. Louis City) to the thirty-eighth, thirty-first, and nineteenth judicial circuits as vacancies occur; all changes effective January 1, 2015.
