Creates the Malcolm X Day Commission within the office of the governor to organize and coordinate activities and events honoring Malcolm X.

Establishes an annual festival-style event on the Saturday on or immediately prior to May 19th (Malcolm X's birthday) to celebrate his life and legacy in the civil rights movement.

Commission shall consist of nine members appointed by the governor, including educators, civic and community leaders, serving staggered four-year terms (with initial members serving two, three, or four years).

Members serve without compensation but shall be reimbursed for actual and necessary expenses incurred in performing official duties.

Office of the governor shall provide funding, administrative support, and staff for the commission's operation.
