Creates the "Rosa Parks Observance Day Commission" within the Governor's Office to organize and coordinate annual activities and events celebrating Rosa Parks' life and legacy of equality, courage, and justice

Commission consists of nine members appointed by the governor, including educators, civic and community leaders, and individuals committed to preserving Rosa Parks' legacy

Members serve four-year terms, except initial appointees serve staggered terms of two, three, and four years (three members each)

Members serve without compensation but receive reimbursement for actual and necessary expenses related to official duties

Governor's Office provides funding, administrative support, and staff for the commission's operations
