Creates a "Cyber Crime Investigation Fund" in the state treasury with annual appropriations of $3 million beginning in fiscal year 2010, administered by the Department of Public Safety.

Establishes a grant program to fund multijurisdictional Internet cyber crime law enforcement task forces and other agencies investigating Internet sex crimes against children, including salaries for detectives and computer forensic personnel, law enforcement training, and equipment purchases.

Creates a panel to award grants comprised of the Department of Public Safety director, two police chiefs, two sheriffs, two state highway patrol members, one representative, and one senator, with appointed members serving four-year terms.

Requires local matching funds or in-kind resources from agencies receiving grants, with priority given to newly hired detectives and computer forensic personnel.

Extends the program's sunset date to August 28, 2022, replacing the previous sunset provisions under the Missouri Sunset Act.
