Repeals sections 190.309, 190.335, 190.400, 190.410, 190.420, 190.430, 190.440, 650.320, 650.325, 650.330, and 650.340 RSMo and enacts twelve new sections reorganizing 911 service governance and funding.

Transitions county 911 boards from appointed to elected positions beginning with the 2013 municipal election, with seven members elected from county commission or council districts.

Creates a statewide "911 Service Oversight Board" within the Department of Public Safety with seven members appointed by the governor to oversee statewide 911 service, training, and standards.

Establishes an Enhanced 911 Service Fund financed by a one-tenth cent statewide sales tax (subject to voter approval in 2012) to provide grants to counties for implementation of enhanced 911 and VoIP 911 services.

Requires all telecommunicators in Missouri to complete initial training (16-40 hours depending on specialization) and ongoing training of at least 24 hours every three years.
