Repeals sections 190.309, 190.335, 190.400, 190.410, 190.420, 190.430, 190.440, 650.320, 650.325, 650.330, and 650.340 RSMo and enacts six new sections relating to statewide 911 service administration and governance.

Establishes transition from appointed to elected board members for county Emergency Telephone Service 911 Boards, with elections beginning in 2013 and seven-member elected boards based on county commission or council districts.

Creates new Emergency Services 911 Board for counties without existing 911 boards to oversee emergency services systems including central dispatching for fire, police, ambulance, and emergency telephone services.

Reduces the statewide 911 Service Oversight Board from 16 members to 7 members appointed by the governor with senate consent, focusing representation on key emergency services entities.

Establishes training requirements for telecommunicators answering 911 calls, with initial training of 16 hours for police, fire, and EMS operators and 40 hours for joint communication center operators, plus 24 hours of ongoing training every three years.
