Creates the "Missouri Commission on Prevention and Management of Obesity" within the Department of Health and Senior Services, to exist until August 28, 2014.

Commission must collect and analyze obesity data, identify available programs and services, document funding sources, assess economic impact of untreated obesity, and identify barriers to prevention and management.

Commission composition includes 22 minimum members: state agency directors, legislators, medical professionals, university representatives, and representatives from food service, restaurant, and health organizations.

Department of Health and Senior Services shall establish a resource databank on obesity accessible to institutions, physicians, policymakers, and the public by January 1, 2013.

Department may provide technical assistance to schools to create healthy nutrition environments including nutrition education, quality meals based on federal dietary guidelines, and healthy food options based on nutrition goals rather than profit.
