Director of the Division of Facilities Management, Design, and Construction may provide or arrange waste management services for any state agency, except where the Missouri constitution specifically prohibits it.

Costs of waste management services must be covered within each agency's existing appropriation for such services.

Director must appoint a coordinator from existing staff to oversee contracts, agreements, and interagency arrangements for waste management services.

Director must submit timely reports on waste management service provision upon request from the governor, president pro tempore of the senate, or speaker of the house of representatives.
