Repeals and replaces section 288.034, RSMo, which defines "employment" under Missouri employment security law.

Adds subsection 19 to establish that in-home or community-based services provided by contracted vendors to clients of a county board for developmental disability services are not considered "employment" under the law.

Requires that vendors performing such services must handle payroll and fringe benefits accounting functions for the consumer.

Maintains all existing definitions and exemptions for employment, including agricultural labor, domestic service, student employment, and independent contractor classifications.
