Repeals section 390.063, RSMo and enacts a new section defining "elderly" (60+ years), "handicapped" (persons with physical or mental conditions impairing transportation ability), and "urbanized area" (Census-designated areas with 50,000+ population).

Authorizes the division to issue certificates or permits to not-for-profit corporations to transport elderly persons, handicapped persons, preschool disadvantaged children in Head Start programs, and passengers in non-urbanized areas subsidized under federal law.

Exempts not-for-profit motor carriers from division jurisdiction over rates and tariff schedule filing requirements for the specified passenger transportation services.

Exempts motor vehicles exclusively used to transport eligible passengers from compliance with section 390.136 requirements.

Requires motor vehicles with capacity over five passengers (excluding driver) in intrastate commerce or over 15 passengers (including driver) in interstate commerce to comply with federal regulations in parts 390-397 of Title 49, Code of Federal Regulations, with division enforcement authority within terminals.
