Allows county commissions to waive competitive bid requirements for supplies when a single feasible source exists, including proprietary items, regional monopolies, or limited-time discounts.

Requires notice and newspaper advertising for single-source purchases estimated at $6,000 or more (changed from $3,000), with posting at least ten days before contract execution.
