Repeals and reenacts section 558.019 regarding minimum prison terms and the sentencing advisory commission.

Establishes minimum prison terms for felony offenders based on number of prior prison commitments: 40% of sentence for one prior commitment, 50% for two prior commitments, and 80% for three or more prior commitments (or age 70 with 30-40% served, whichever occurs first).

Creates an 11-member sentencing advisory commission to study sentencing disparities, establish recommended sentences within statutory ranges, and study alternative sentencing options; commission must publish recommendations by July 1, 2004 and revise every two years thereafter.

Preserves judicial discretion to impose sentences above or below commission recommendations and to order restorative justice methods including restitution, treatment programs, community service, and work release.

Prohibits the sentencing advisory commission from issuing recommended sentences in specific pending court cases.
