Requires operators of warehouses, commissaries, and mobile food units to obtain annual licenses from the Department of Health and Senior Services, with no additional local permits required in the state.

Sets annual licensing fee at $100, with authority for the department to increase the fee if administration costs exceed that amount; nonprofit organizations with 501(c) exemptions or religious organizations meeting the "church" definition are exempt from licensing fees.

Empowers the department to promulgate rules covering construction and operation of facilities, water supply, waste disposal, food storage, equipment maintenance, plumbing, sanitation, and pest control.

Authorizes the department to inspect commissaries, warehouses, and mobile food units, condemn unwholesome food, post inspection reports, and order immediate closure of facilities posing health dangers.

Allows the department to deny, suspend, or revoke licenses for substantial failure to comply with the act's provisions or associated rules.
