Department of Elementary and Secondary Education shall develop and implement a grant program for unaccredited and provisionally accredited school districts that commit to extended instructional time to improve academic achievement.

Grants shall be awarded for two-year terms and are renewable for one additional two-year term.

Eligible districts must analyze current instructional time use and its potential effects on student achievement, including impacts on personnel assignments and professional development opportunities.

Grant amounts shall be proportional to additional instructional time beyond 1,044 hours and the average daily attendance rate of affected students, with unaccredited districts receiving priority.

Establishes the "Extended Instructional Time Fund" in the state treasury to be administered by the Department of Elementary and Secondary Education, with funds appropriated by the general assembly and any interest earned credited back to the fund.
