Repeals the sales tax exemption for newsprint, ink, computers, photosensitive paper, film, toner, printing plates, and other machinery and equipment used in producing newspapers, effective January 1, 2013.

Creates the "Blind Medical Subsidy Fund" in the state treasury to receive all state tax revenues collected from sales of newspaper production items.

Fund revenues shall be used to assist eligible blind pension recipients who are not covered by MO HealthNet benefits with payment of health care costs related to their blindness.

Blind individuals eligible for the fund must be 18 years or older, Missouri residents for at least one year, of good moral character, and meet property value and income limitations for pension eligibility.

Any unspent money in the Blind Medical Subsidy Fund at the end of a biennium shall remain in the fund rather than reverting to the general revenue fund.
