Allows motor vehicle owners to purchase an additional temporary license plate that matches their existing or newly issued plate for display in the lower left corner of a vehicle's back window when the primary plate is obstructed by a bicycle rack or other item.

The third plate may only be used on the vehicle with the matching plate and must be clearly recognizable as a third plate intended solely for the specified purpose.

Repeals and replaces section 301.140, RSMo, which governs license plate transfers, registrations, and temporary permits for motor vehicles and trailers.

Maintains existing provisions regarding license plate transfers upon vehicle sales, temporary permits for new vehicle purchases (valid for 30 days at $7.50 per permit), and transfer fees of two dollars.

Grants the director of revenue authority to promulgate necessary rules and regulations for administration of the section, subject to the provisions of Chapter 536.
