Department of Health and Senior Services shall process MO HealthNet home- and community-based care referrals within fifteen business days of receipt.

Department must notify applicants of the full range of available services, provider choices in their area, and the option to select multiple providers without delaying service delivery.

If the department fails to process a referral within fifteen business days, the provider's care plan recommendation automatically becomes effective.

Department must prioritize referrals with highest priority given to high-risk individuals, followed by alleged abuse or neglect victims, then individuals not associated with assessment-conducting providers.

Department shall develop an automated electronic assessment care plan tool and report to the appropriation committee within one year on compliance with the fifteen-day processing requirement and program costs.
