Requires an additional $25 fee to the director of revenue upon registration, plus regular registration fees, to receive the specialty plate bearing a rider on horseback emblem and "Pony Express" text

Applies only to non-commercial vehicles under 18,000 pounds gross weight and non-apportioned motor vehicles

Requires the museum to receive at least 200 applications and collect a $5,000 application fee before the director of revenue authorizes manufacturing of the specialty plates

Any contributions to the Pony Express Museum from this program, except for reasonable administrative costs, must be used solely for the museum's purposes
