Modifies section 544.455 of Missouri law regarding conditions of release for persons charged with bailable offenses.

Requires courts to accept bail bond guarantees from licensed sureties in compliance with state law as an alternative to cash-only bonds, consistent with Article I, Section 20 of the Missouri Constitution.

Maintains existing release conditions including personal recognizance, custody supervision, travel restrictions, bail bonds with sureties, regular reporting, cash deposit bonds, and house arrest with electronic monitoring.

Specifies that electronic monitoring costs must be charged to the defendant unless the judge finds the person unable to afford such costs, in which case the condition cannot be imposed.

Allows defendants detained for more than 24 hours due to inability to meet release conditions to request a court review and modification of those conditions.
