Repeals and replaces section 105.721, RSMo, regarding state legal expense funds and bonding requirements for state officers and employees.

Authorizes the Commissioner of Administration to procure insurance policies to cover potential liabilities of the state, its agencies, officers, and employees using appropriated moneys from the state legal expense fund.

Requires the Commissioner to procure a blanket bond or crime insurance policy (in consultation with the state courts administrator) to protect against losses from acts or omissions of judiciary personnel receiving state compensation, eliminating the need for individual bonds.

Permits the Commissioner to require bonds for any state officer, employee, or agent with responsibility for or access to state money or property who is not otherwise required by law to provide a bond, with amounts fixed by the Commissioner.

Allows the Commissioner to procure blanket bonds, crime insurance policies, or self-insure against losses for state officers and employees, with costs paid from the state legal expense fund.
