MO HB1883

Repeals and replaces sections 320.106, 320.131, and 320.136 of Missouri law to update fireworks definitions and regulations.

Defines consumer fireworks as UNO336, 1.4G devices classified by the U.S. Department of Transportation, and requires all consumer fireworks sold in Missouri to bear a "1.4G" label on the shipping carton.

Permits manufacturers, distributors, and other persons possessing proper state and federal permits to store, sell, ship, and transport display fireworks (UNO335, 1.3G) and proximate fireworks (UN0431, UN0432, 1.4G/1.4S).

Prohibits possession, sale, manufacture, or use of ground salutes such as "cherry bombs" and "M-80's" and other devices exceeding federal limits for consumer fireworks, with violations punishable under section 571.020.

Exempts matches, toy pistols, toy caps with 0.25 grains or less of explosive compound, and similar devices from fireworks regulation under these sections.
