Towing companies must have a verifiable business address displayed visibly from the street and maintain storage facilities of at least 2,000 square feet with minimum 7-foot-high fencing.

Companies must maintain regular business hours from 8:00 a.m. to 5:00 p.m., Monday through Friday, allowing customers to view and retrieve vehicles without additional fees during these hours.

Companies must be available 24 hours a day, seven days a week through an employee or answering service, maintain an operational landline phone, and employ drivers certified by the Towing and Recovery Association of America (TRAA) at specified levels by August 2013 through August 2014.

Insurance requirements include liability coverage of at least $1 million per occurrence with $2 million aggregate, garage keeper policy with $50,000 minimum, hook and cargo insurance with $50,000 minimum, and a $25,000 surety bond or irrevocable letter of credit.

Counties may adopt additional towing company standards beyond these minimum state requirements.
