Requires the Joint Committee on Legislative Research to conduct actuarial analyses by December 31, 2012, on the cost impact of three potential health insurance mandates: coverage for orally administered anticancer medications equal to intravenous cancer drugs, diagnosis and treatment of eating disorders including residential treatment, and infertility treatment including in vitro fertilization procedures.

Prohibits health carriers or dental plans from requiring dentists to provide dental services at carrier-established fees if those services are not covered services under the dental plan, and prevents carriers from providing merely de minimis reimbursement to circumvent this requirement.

Requires physicians prescribing or administering drugs to induce abortion to maintain at least $1 million per occurrence and $3 million annual aggregate medical malpractice insurance covering injury or death of a child born alive after a failed abortion attempt, with coverage extending until the child's twenty-first birthday.

Classifies knowing violation of the abortion drug insurance requirement as a Class D felony, with a medical emergency defense available.

Directs the Missouri Consolidated Health Care Plan board of trustees to conduct an actuarial analysis by December 31, 2012, on the feasibility of incorporating the Department of Transportation health plan into the consolidated plan.
