Extends the probationary period for teachers in the St. Louis metropolitan school district from five years to five years and six months, with probationary teachers subject to dismissal if work remains unsatisfactory after receiving one semester's notice of incompetency.

Changes the notice requirement for incompetency or inefficiency charges from one semester to 30 days, and adds a requirement that the superintendent and teacher must meet and confer to attempt to resolve the matter after notification.

Eliminates age restrictions (70 years old) on teacher reinstatement from leave of absence and removes the requirement for teachers on leave to respond within 30 days to job availability notifications.

Limits leave of absence periods to a maximum of three years unless extended by the board, and clarifies that leave does not impair a teacher's tenure status.

Consolidates the previous sections 168.221 and 168.291 into a single section 168.221 governing teacher tenure, probation, and removal procedures.
