University of Missouri extension councils are authorized to form extension districts as either single-council districts (one council) or consolidated districts (two or more councils) for funding extension programming.

Single-council districts are governed by the council itself, while consolidated districts are governed by 3-5 representatives appointed by each participating council serving two-year terms and meeting at least quarterly.

District governing bodies may submit property tax questions to voters, with proposed taxes not to exceed 30 cents per $100 of assessed valuation, collected in a special fund dedicated solely to extension programming.

Counties in single-council districts may dissolve the district if no tax is levied, and counties in consolidated districts may withdraw through court petition if two-thirds of voters approve, with the district remaining only to pay outstanding obligations.

County commissions may reduce state funding requirements under section 262.597 by up to 33% if local tax revenue exceeds 200% of the average state funding received in the prior three years.
