Repeals and reenacts section 301.200, RSMo, regarding motor vehicle sales by dealers.

Requires dealers to execute and deliver a manufacturer's statement of origin to purchasers of new vehicles at time of delivery or within 30 days if agreed upon by both parties in writing.

Permits delivery of the manufacturer's statement of origin by registered mail to the purchaser's address shown on the purchase agreement if personal delivery cannot be made.

Allows the manufacturer's statement of origin to include an attachment with assignment forms approved by the department of revenue.

Specifies that a certificate of ownership shall be issued upon presentation of an executed manufacturer's statement of origin only if accompanied by an application for registration.
