Establishes a voluntary registration system for fire sprinkler contractors with the Missouri State Fire Marshal, valid for two years and renewable biennially.

Requires registered contractors to employ at least one full-time employee meeting one of three qualifications: bachelor's degree in fire protection engineering with professional engineer license, NICET Level IV certification with three years supervisory experience, or NICET Level III certification with five years supervisory experience.

Mandates one million dollars in general liability insurance coverage including products and completed operations before registration can be issued.

Allows registered contractors to use the title "certified fire sprinkler contractor" and display their certificate number on plans and bids; prohibits unregistered persons or organizations from using this title.

Grants the State Fire Marshal authority to refuse registration, suspend, revoke, or place contractors on probation for grounds including fraud, incompetence, criminal conviction, violation of regulations, or operating without required insurance coverage.
