• Modifies county application process to request changes to regional solid waste management groupings, allowing applications during three-month periods of calendar year 2014 and every three years thereafter instead of specific dates in 1992 and 1994.

• Changes solid waste management council composition from mandatory appointments to optional appointments ("shall" to "may") for city and county governing bodies, and reduces required council meetings from twice annually to once annually.

• Removes requirement for solid waste management plans to establish timetables with milestones for reducing landfill waste, and changes the improvement standard from "reduction in solid waste placed in sanitary landfills" to more general "improvement in the environment."

• Reallocates fund distributions from the Solid Waste Management Fund, reducing district allocations from 61% to 51% of revenues and creating a new 10% allocation for cleanup of closed and abandoned disposal sites.

• Adds new executive board duties including annual performance reporting to the department by October 30th and quarterly meetings subject to open meetings laws, and adds conflict-of-interest provisions restricting board members from participating in grant evaluations for affiliated entities.
