Repeals and re-enacts section 643.225, RSMo, relating to state certification and training requirements for individuals engaged in asbestos abatement projects, inspections, management planning, and air sampling.

Establishes certification requirements for asbestos professionals including completion of EPA or state-accredited training courses, passage of Missouri state asbestos examination, and annual refresher training with fees ranging from $25 to $75 per category.

Creates exemption from state certification requirements for businesses subject to federal EPA and OSHA standards (29 CFR 1926.58) that conduct asbestos abatement solely at their own facilities as part of normal operations, requiring submission of documentation of employee training to the director.

Charges a one-time $250 application fee for exemption requests, but exempts applications approved before August 28, 2012, from this fee requirement.

Exemption does not apply to asbestos abatement contractors, businesses providing asbestos services to the public as their economic foundation, or facilities subject to the federal Asbestos Hazard Emergency Response Act of 1986, and allows department representatives to monitor training programs without prior notice.
