Extends the expiration date of aviation jet fuel tax exemptions from December 31, 2013 to December 31, 2023 for common carriers engaged in interstate air transportation.

Expands aircraft lien provisions to allow labor and material suppliers to retain liens on aircraft after surrendering possession by filing with county recorders within 180 days (increased from 30 days) and Federal Aviation Administration Aircraft Registry.

Increases the filing period for aircraft mechanic liens from 30 days to 180 days after surrendering possession, and requires written memorandum signed by owner, authorized agent, or person in lawful possession.

Establishes marking and safety requirements for anemometer towers 50 feet or higher outside municipalities, including aviation orange and white paint stripes on top third, marker balls on guy wires, fencing or contrasting ground markings at anchor points, and seven-foot safety sleeves along guy wires.

Makes violation of anemometer tower marking requirements a class B misdemeanor, with existing towers required to comply by January 1, 2014 and new towers required to comply upon erection.
