Establishes the "Missouri Advisory Boards and Commissions Association" as a formal organization for current and former members of Missouri's statewide advisory boards, commissions, and gubernatorial-appointed boards of curators and regents of regional state colleges and universities

Requires the association to meet at least annually, establish membership guidelines, develop bylaws, and issue annual reports and other reports as requested by the general assembly and executive branch

Defines the association's purpose as providing a framework for members to share insights from their service and study matters of statewide importance, with recommendations to be reported to the general assembly and the offices of the governor and lieutenant governor

Membership in the association is voluntary and members serve without compensation
