Repeals section 452.340 and enacts two new sections (452.339 and 452.340) to restructure Missouri's child support laws.

Creates new section 452.339 establishing a separate framework for parental support of educational expenses at vocational schools or higher education institutions, allowing courts to order one or both parents to pay for tuition, room, board, books, and related costs.

Requires students to maintain enrollment of at least 12 credit hours per semester and achieve passing grades to remain eligible for educational support, with support terminating if the student fails half or more of courses in any semester.

Establishes that educational support applications must be made within 120 days of high school graduation or age 18 (whichever is later) and support continues until degree completion or age 22, whichever occurs first.

Modifies section 452.340 to allow courts to order educational expense payments under the new section 452.339 framework, while maintaining existing child support obligation termination rules at age 21 for non-educational support.
