Repeals and reenacts section 304.022, RSMo, to regulate emergency vehicle operations and right-of-way procedures.

Requires drivers to yield the right-of-way to approaching emergency vehicles displaying red or blue lights visible from 500 feet or sounding a siren by moving to the right and stopping.

Requires drivers approaching stationary emergency vehicles with lights activated to either change lanes away from the vehicle (on roadways with four or more lanes) or reduce speed and proceed with caution.

Adds vehicles operated by authorized members of fire departments, fire protection districts, volunteer fire departments, rescue squads, ambulance districts, and emergency medical services organizations to the definition of "emergency vehicles" while responding to emergencies or traveling to retrieve apparatus or equipment.

Prohibits private security firms, security guards, watchmen, corporate loss-prevention providers, and security patrol providers from displaying emergency lights or sounding sirens, and establishes class A misdemeanor penalties for violations.
