Amends Missouri Revised Statutes Chapter 320 by adding Section 320.203 relating to safety studies by the state fire marshal.

Requires the state fire marshal and department of public safety to conduct a safety study before municipal fire departments in certain jurisdictions decrease the number of firefighters or first responders assigned to each fire apparatus pump operation.

Applies to municipal fire departments in counties with charter form of government and population between 600,000-700,000, counties with charter form of government and over 950,000 inhabitants, or independent cities not within a county.

Safety study must determine whether safety issues exist with assigning fewer than four firefighters or first responders to each fire apparatus pump operation.
