Freezes tuition rates for full-time Missouri resident students at qualifying institutions (those receiving state funds) for five continuous academic years following initial enrollment at the tuition rate charged upon first enrollment.

Locks in tuition at the 2012-2013 rate for students already enrolled before the 2012-2013 school year for the customary time required to complete their degree program.

Extends tuition freeze for students in degree programs requiring more than four years to complete, maintaining the initial enrollment rate for the customary completion time.

Allows students who change majors to pay tuition as if they had enrolled in the new major at their original enrollment date.

Requires students pursuing graduate degrees after undergraduate studies to establish a new tuition lock-in rate based on their first graduate semester, ending the previous undergraduate rate protection.
