Provides matching funds to participating candidates when nonparticipating opponents or independent groups spend money exceeding 20% of the public financing amount, with matching capped at twice the base public financing limit

Implements candidate spending limits based on office type (e.g., $500,000 per candidate for gubernatorial primary, $1 million for general election) and restricts participating candidates to $100 maximum contributions per donor during the qualifying period

Requires voter approval via referendum election on the first Tuesday after the first Monday in November 2012, with implementation effective only upon majority voter approval
