Increases the Missouri Preschool Plus Grant Program capacity from 1,250 to 6,250 students served with high-quality early childhood educational services to improve school readiness.

Expands eligible grantees to include school districts located wholly within first classification counties regardless of accreditation status and the metropolitan school district regardless of accreditation status.

Requires at least 50 percent of preschool placements be offered through nonsectarian community-based organizations.

Provides free services to families with incomes below 130 percent of federal poverty guidelines, with sliding scale co-pays for higher-income families.

Establishes a three-year grant period with renewal eligibility and requires the Department of Elementary and Secondary Education to promulgate implementing rules by January 1, 2010.
