Establishes the KidCare Co-op Program within the Department of Social Services as a public option nonprofit health insurance cooperative to provide affordable coverage for children up to 19 years of age in Missouri.

Sets no income limits for eligibility and allows the program to operate alongside SCHIP by covering children ineligible for SCHIP.

Establishes fixed premiums and co-payments: $25 monthly premium per child, $15 for general office visits, $35 for urgent care visits, and $50 for emergency room visits.

Directs the Department of Social Services to establish by rule the criteria for health carriers and benefit plans to participate in the cooperative and to determine coverage amounts and maximums.

Makes all rules created under this authority subject to chapter 536 review and approval processes, with specified constitutional severability provisions.
